An URBAN PLAZA is an open area for public use on a ZONING LOT DEVELOPED, prior to June 12, 1996, in accordance with plans certified by the Chairperson of the City Planning Commission or, after June 12, 1996 in accordance with the requirements set forth in Section 37-04.
