When used in connection with plans, materials and equipment shall mean approved by the COMMISSIONER; when used in connection with materials and equipment, shall also mean previously approved by the board, unless such approval is amended or repealed by the COMMISSIONER; otherwise shall mean approved by the department or agency indicated by the text.
